Financial Accountability Officer of Ontario

Appointed by the Lieutenant Governor in Council for a term of five years, the Financial Accountability Officer has as a mandate to provide an independent analysis, on their own initiative, to the Assembly about the state of the Province’s finances and trends in the provincial and national economies, and upon request from a member or committee of the Assembly, to undertake certain research tasks or to estimate the financial costs or financial benefits to the Province of any proposal that relates to a matter over which the Legislature has jurisdiction. The Financial Accountability Officer reports annually through the Speaker to the Legislative Assembly.

The Legislative Assembly is inviting applicants who have experience leading highlevel financial analysis, ideally in a public sector environment. The ideal candidate will be a seasoned, articulate individual with a background in economics, business or finance. A designation would be considered an asset. In addition, knowledge of the provincial budget process and the operations of the provincial government, including those related to sound management principles, accountability and transparency, will round out the expertise required. Experience in providing strategic advice and making decisions on complex and sensitive issues in an impartial and authoritative manner while balancing multiple competing interests is required.

The successful candidate will have demonstrated experience in leadership, strong communication skills and a progressive record of accomplishment over their career. Pragmatic and well-attuned judgment will be needed to work collaboratively and confidently with parliamentarians and senior management across the public sector, often in situations where various stakeholders bring different perspectives to bear on complex issues. To manage this office, the successful candidate must have experience working in a demanding environment, well developed organizational competencies in leadership, planning, financial management, and political acuity as well as knowledge related to employee relations legislation and practices. Compensation shall be within the range of salaries paid to deputy ministers and includes pension and health care benefits. Fluency in both official languages would be an asset.
