Job Title: Director, Government Relations

Job Purpose
- Lead development and implementation of timely provincial reimbursement strategies for Roche products at launch and throughout product life cycle for Canada
- Meet or exceed established benchmarks for time to listing/reimbursement and quality of reimbursement as set by centralized Reimbursement and Pricing department in alignment with regional goals
- Lead development of integrated provincial government stakeholder and agency strategic planning
- Lead the assessment of opportunities to influence provincial health care and pharmaceutical policy in areas of importance to Roche. Work in collaboration with Director of Policy in Regulatory Affairs and Market Access division to ensure alignment of provincial, national and federal strategic and tactical objectives
- Establish a National 5 year GR strategy and Lead the development of provincial government stakeholder(s) strategic plans, identifying decision-makers and influencers, their points of connection and opportunities for Roche business development, investment and strategic partnerships in collaboration with appropriate functional leads
- Accountable for the development and integration of a bio-similar strategy into the national and regional bio-similar strategic plans
- Active engagement as member of Customer Strategy Leadership team
Job Accountabilities
1. People Management
- Recruit, coach, mentor, and develop employees, including overseeing new employee onboarding and providing career development planning and opportunities.

2. Strategic Planning and Prioritization
- Work collaboratively within the regional customer strategy Leadership team including Strategic Account Managers (SAMs), Medical, Regional Customer Strategy Directors, and other functions to establish the best way forward for each region to meet customer, stakeholder and Roche objectives. Also works on integrated basis with Regulatory Affairs and Market Access leadership team to ensure tactical action planning to secure market access reimbursement and funding is aligned to agreed objectives. Facilitate optimal organizational understanding of provincial public policy and reimbursement trends and issues on an ongoing basis through the business planning calendar process and other ongoing mechanisms. Ensure compliance with all applicable provincial Acts and Regulations including and not limited to Lobbyists Registration requirements.
3. Reimbursement Funding
- Through the regional Government Relations managers, secure optimal and timely provincial and federal reimbursement of Roche products, leading the development and implementation of cross-functional strategic plans and inputting into pipeline and other corporate strategic initiatives.
4. Policy and Partnerships
- Working with the Director of Policy, lead regional government relations team to develop public/private partnerships in areas where policy questions exist. Monitor and respond to relevant ongoing changing provincial government policies. Lead relationship development and implementation of key initiatives with key stakeholders including provincial professional associations
5. Bio-similar Strategy
- Actively support the biosimliar project lead to continuously refine and communicated strategies, updates and recommendations to the Product Strategy Team, the Customer Strategy Team, the Regulatory and Access Teams and the CLT. Given the importance of this developing area, the biosimilars Lead will attend Customer Strategy Leadership Team Strategic meetings in order to help shape the path for Roche products over the 5 year planning horizon. The Director of GR will be required to coach and support this individual in their need to gather information externally (global and other) and shape our responses internally (global and local)
Education / Skills / Knowledge / Experience
- Bachelor’s degree from a recognized university
- Post-graduate degree an asset but not a requirement
- 10 + years pharmaceutical industry experience in governmental relations and public affairs
- Demonstration of strategic agility and broad experience beyond GR is a recognized asset
- Excellent communication skills- written, presentation and oral
- Proven leadership, people management and collaborative skills essential
- Advanced project management skills
- Comprehensive leadership training including performance coaching, influential communication, high performance team development, multi-party negotiation, and change leadership.
- Demonstration of continuous active learning and professional development.
- High fluency in English, both spoken and written. Bilingualism is an asset.
